I understood that the problem was that Rosetta did not handle exact
exceptions, one mechanism that compilers written by Gary Byers use
for compactness of code and speed.

I would assume LispWorks does not rely on using exceptions during
normal processing.

Perhaps the business model applied by Digitool was "milk the cow
until it is dead". No other known business model seems to be
applicable other than gross negligence.
